What level is IELTS 6.5? Band scores against the CEFR and TOEFL

Facts last checked against official sources on October 10, 2026.

Short answer

IELTS 6.5 is upper-intermediate (B2): on IELTS’s comparison chart 5.5–6.5 sits at B2 and 7–8 at C1, with the C1 threshold falling between 6.5 and 7; 8.5 and above count as C2. Many universities in Turkey ask for 6–6.5 for prep-year exemption; Boğaziçi wants Academic 6.5 with Writing 6.5.

Bands and the CEFR

IELTS says its band scores have never aligned exactly with the CEFR transition points and advises reading the band descriptors when deciding. Band 6 describes an “effective command despite some inaccuracies”, band 7 an “operational command with occasional inaccuracies”; 6.5 sits between the two.

8.5–9C2
7–8C1 (8 is borderline C2)
5.5–6.5B2
4–5B1

TOEFL equivalent

There is no official IELTS–TOEFL conversion table; the two are compared roughly through the CEFR. ETS maps the new TOEFL bands as 4–4.5 = B2, 5–5.5 = C1, 6 = C2, so IELTS 6.5 (B2) is roughly TOEFL 4–4.5 (72 and above on the old scale) and IELTS 7 (C1) roughly TOEFL 5 (95 and above).

YDS equivalent

IELTS is not in ÖSYM’s foreign language equivalence table, so there is no official YDS equivalent; for academic posts, associate professorship and other procedures tied to that table an IELTS score cannot replace YDS. Universities set their own thresholds for prep-year exemption.

What band do institutions ask for?

  • Prep-year exemption in Turkey: mostly 6–6.5 (Boğaziçi: Academic 6.5 with Writing 6.5).
  • Undergraduate study abroad: commonly 6–6.5; graduate programmes 6.5–7; medicine, law and teaching may ask for 7 or more.
  • Watch the section minimums: a programme asking for 6.5 overall may also require 6 or 6.5 in Writing.
